KBR-Triple Canopy LLC, Houston, Texas, was awarded a
$117,842,334 fixed-price incentive contract for base operations and security
support services supporting the Area Support Group Kuwait. Bids were solicited
on the Internet with five received. Work will be performed in Kuwait, with an
estimated completion date of Sept. 29, 2017. Fiscal 2016 operations and
maintenance (Army) funds in the amount of $ 117, 842,334 were obligated at the
time of the award. Army Contracting Command, Rock Island, Illinois, is the
contracting activity (W52P1J-16-C-0070).

Services 2.0 contract’s first year includes a four-month phase-in period that
starts Sept. 30, 2016 with an eight-month base term between January 30, 2017
and Sept. 29, 2017.
Not sure if you've heard the KBR manning/staffing strategy but it appears they will be primarily hiring Bosnians and Macedonians to fill the majority of positions.

immense pressure to cut over-head (pions get a pay-cut and no paper clips or other supplies to be found in offices) while big-wigs are holed up for months at a sea side 5 star ..... because only the 5 star offer 'security'.

IN ANY OTHER BUSINESS SECTOR MAJOR PLAYERS WOULD HAVE EMPLOYED MACKENSZIE CONSULTANTS LONG AGO WITH THE QUESTION - HOW DO WE CONTROL COSTS AND WIN CONTRACTS?
there are so many ways to trim expenditures in kuwait that locals have known for years and pit-falls to be avoided.....

ReplyDeleteVectrus filed a protest for both APS-5 and KBOSSS 2.0. Protest decision is expected in December but highly doubt there's enough to warrant a reverse in the case of the KBOSSS award. It is just another cheap shot and stall tactic to try and generate a little more revenue on the part of the incumbent.
ReplyDeleteAnonymous 11:00 am - Manpower made for a large portion of the cost on this contract. Bosnians and Macedonians may fill some of the TCN positions, however, the contract specifically states Americans in many of the slots. If Bosnian and Macedonian wages are less expensive than/commensurate to other TCN salaries (like Indians for example), then it would make them acceptable for labor; however, I doubt it. The contract was likely won on price; therefore the salaries they proposed would most likely be similar to what they are now or less. Also have to take into consideration transport to/from nation of origin. India is closer.
